How can information be accessed?
Access to information can be done either by consulting the website of the concerned institution if the information is published proactively, or by submitting an access request if the information is not published.
What are the penalties ensuring the right of access to information?
Any person who intentionally obstructs access to information within institutions subject to the law is subject to a fine ranging from 500 to 5000 dinars. Anyone who illegally destroys information or incites others to do so faces one year imprisonment and a fine of 120 dinars.
What are the methods of accessing information?
When submitting a request, the applicant must specify the preferred method of access:
- On-site consultation unless it harms the document
- Obtaining a paper copy
- Obtaining an electronic copy if possible
- Obtaining extracts from the information
The request can be submitted:
- Directly to the institution with a mandatory receipt
- By registered mail, fax or email with acknowledgment of receipt

Is access to information free?
Every person has the right to access information free of charge. However, if providing the information involves costs, the applicant will be informed in advance. These costs must not exceed the actual expenses incurred by the institution.
How to appeal in case of refusal?
An appeal may be submitted to the head of the institution within 20 days. A response must be provided within 10 days. Lack of response is considered an implicit refusal.
What is the role of the access to information officer?
The officer is responsible for:
- Receiving and processing requests
- Ensuring communication with the Access to Information Authority
- Preparing an action plan
- Preparing periodic reports
- Monitoring implementation of the plan
What are the response deadlines?
A response must be provided within 20 days. In case of on-site consultation the deadline is reduced to 10 days.
